The Senior Director, Federal Government Affairs will manage BCBSMA activities to achieve effective and time-sensitive advancement of BCBSMA legislative and regulatory agenda in a coordinated and integrated fashion. In this role, you will work closely with the Vice President, State and Federal Government and Regulatory Affairs and other key leaders, including other division staff, to advance these goals.

Key Responsibilities:

  • Oversee the development of draft federal legislative and regulatory language as necessary and direct internal preparation and eventual support for BCBSMA federal initiatives.
  • Ensure seamless coordination towards the drafting and advancement of effective federal legislation and regulations from BCBSMA to Congress and relevant federal agencies and ensure the coordinated flow of relevant legislative and regulatory information to the Vice President, State and Federal Government and Regulatory Affairs, and senior leaders including the Senior Vice President. Ensure that emerging developments in Congress and the federal government's regulatory community, with a specific focus on federal health care-related activities at the US Department of Health and Human Services, the Center for Medicare and Medicaid Services, the US Department of Labor, the US Department of Treasury and other relevant federal agencies, are crafted in a manner consistent with and support the division's and the company's integrated business initiatives.
  • Analyze legislation, regulations, and other proposals as needed across federal government, working with external consultants, the Blue Cross Blue Shield Association and other federally-focused policy organizations from time to time. Identify opportunities for the advancement of federal legislative and regulatory initiatives. Advocate BCBSMA's policy positions for federal regulation and legislation at relevant meetings and public hearings, both orally and in writing.
  • Ensure an integrated approach to deliverables by collaborating with senior leaders across State and Federal Government and Regulatory Affairs, working with the Vice President, State and Federal Government and Regulatory Affairs and key division leaders to accomplish this key metric and in a manner responsive to internal and external demands and deliverables in an integrated and highly effective manner.
  • The Senior Director, Federal Government Affairs will have responsibility for day-to-day management of assigned staff. This individual will ensure that assigned staff member(s) are motivated in their work, integrated and collaborative to their approach and are making significant contributions to the division's and business's goals. The Senior Director will work very closely with and regularly update the Vice President of State and Federal Government and Regulatory Affairs on all aspects of the work, including relevant staff work and continued development to the noted priorities.

Qualifications (knowledge/skills/abilities/behaviors):

  • A minimum of ten to fifteen years' experience in federal legislative and regulatory matters with direct experience in federal government policy work with significant experience working on matters with the Massachusetts delegation within Congress.
  • Specific experience drafting regulations, legislation and related materials, including testimony, for Congressional and key federal agencies is required.
  • Federal health policy experience is required, with a preference for federal health plan policy experience.
  • Superior, demonstrated ability in writing and strong organizational skills is critical for this role. The candidate must possess strong, demonstrated acumen in strategic analysis within a time-sensitive, dynamic environment.

Education/Relevant Experience:

  • Advanced degree, including J.D. (member Massachusetts bar), preferred.

Salary Range: $193,770.00 - $236,830.00


The job posting range is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the posted range, and the range may be modified in the future. An employee's pay position within the salary range will be based on several factors including, but limited to, relevant education, qualifications, certifications, experience, skills, performance, shift, travel requirements, sales or revenue-based metrics, and business or organizational needs and affordability.

This job is also eligible for variable pay.
